Add an indicator line to a pie chart

This is going to sound like a weird question, but is there a way to add a line to a pie graph at a certain percentage by formula.

The practical purpose. Different departments have a different percentage goal and 1 report allows you to select to department and see what percentage they are at currently. I currently have the pie chart implemented and I am manually drawing the line at the appropriate goal percentages, but if I could define in a table to the side what departments have what goals and have the line change automatically with the rest of the chart that would be ideal.

Thoughts?
