Actual GDP vs. Projected Budgets

I am trying to graph the actual GDP over the last 30 years, in Canada, versus the Government's 5 year projections. I found a similar graph on the NYtimes website. Their graph is interactive and I need only a static graph. They refer to it as a 'porcupine chart'.

How would I create such a chart in Excel 2007?

Thanks! I know how to create graphs very well, however sometimes the easiest solutions escape me. I all I have to do is enter blank data for the projections to get them to start at the correct year.
