Active-X controls inactive on monitors

This is more a hardware question I think but hoping someone has run into this issue. I have a Surface Book 3 with two monitors at home using a splitter plugged into the USB-C port with HDMI cables. AT work have a surface dock with exact same screens but connected via video cables to the dock.

Just two days ago all Active-X controls and therefore the VBA instructions ceased to operate in excel workbooks on the monitors, both at home & work. They all work fine on the Surface Book screen. Other computers at work (Dell Optiplex 7070) work fine with 2 monitors. If I open up VBA and run F8 the VBA will run. Also, if I open excel in safe mode the controls will work!

Tonight I created an ActiveX control and simple VBA on one of the monitors but got the same result. I have spent hours looking for answers online but no success.

Can anyone help?
