Activate Hyperlink when a cell change

Hi!
I have an Hyperlink concatenate for sending a mail by outlook.
Now I want to activate the hyperlink automaticaly when a specific cell change ,so a mail will be send automatically when the cell change.

Can you help me on this issue?
