A spreadsheet to calculate Costs depending on the area and automatically calculating the cost from base rate to surcharges and total costs

I have been working on this for a couple of months i managed to make the postcodes to work to know which company has that postcode and how much is their costs depending on the zone and their rates for how heavy the products that will be shipped, and how much is the surcharge, weight, how many parcels/pallets that will be shipped, managed to make 2 courier to work but i can't seem to make the others work which is why i'm stuck and don't know where i go wrong or did i use the wrong formula for that

specific area, just need a little help or revisions any help would suffice :( the N/A's are the one not working i'm a little confused

this is the formulas i used on the N/A's

Excel Formula:
=IFERROR(VLOOKUP(B5 & "-" & C5, MOODY!A1:G296, 2, FALSE), "N/A")
