I don't know why but this book i'm reading is writes 80 * 10^7, is this the same as 8 * 10^8?

Just for an explanation:

10^7 means ten raised to the 7th power (or 10 * 10 * 10 * 10 * 10 * 10 * 10)

so
80 * 10^7
= (8 * 10) * 10^7
= 8 * 10 * 10^7
= 8 * 10^8
