3 Axis chart with gantt

Is it possible to create a chart like this in Excel?

I was thinking making a bunch of individual charts and overlaying them with transparency and resizing them so they match up might work.
But if there is a better way I would appreciate some assistance please.
You see it is based on date across the top axis, percent of completion on the right axis, and $ across the bottom axis.
Then you also have the horizontal gantt chart for each item.
The line is tied to all three axis.

Having a very tough time with this.

Just trying to start simple with a single series line chart that shows cashflow.
right axis is $
bottom axis is time (dates)
top axis is percent complete

Cannot figure out how to do this.
Help please.
