1 to 5 Scale to Custom Percentage

I am trying to convert a 1 to 5 (grading scale) to a custom percentage value. 3 will be a minimum (passing( score of 75%. I've done the math and would like it to display as the following:

1-1.9 = 50%-62.4%
2-2.9 = 63%-74.9%
3-3.9 = 75% - 87.4
4-4.9 = 87.5%- 99.9%
5 = 100%

Is this possible?
