Userform Windows (Keeping On Top)

I would like to be able to keep my Userform on top of all application windows while minimizing that workbook.

It ain't going to happen with Excel. Excel is the parent window and worksheets and useforms are child windows. If you want a useform to be on top then you may have use VB6 to make the form and reference Excel as an object.
