Open Excel then Run Macro and Close on Schedule

I want to open a specific file in Excel and run a macro and then close the program completely. I want this to run twice a day at a specfic time. I know how to run macros that close the worksheet but how do I set this to run twice a day when Excel is not open to run this macro? Please advise!

This may be of interest to you. I think you'll need to have Excel open, but not the specific file if you place this in your personal.xls file and your procedure opens the target file.

.... you could open Excel with Windows' Task Scheduler.
