Copy and Paste with macro

Hi,
I asked a simalar question before but there didn't seem to be an easy answer to it. I changed it a little bit and maybe it is easier to find a solution.

An example is on this webpage:

I would like to move all rows up to C culumn with Promot Dept(A4:C7) move underneath the last row of Acct(in this particular case A10).
The departments are always grouped together but some department have more or less names.
