Unlocking Combo Box (from Form toolbar) so usable when sheet is protected.

In format control of the combo box, I have de-selected the 'locked' checkbox. Then protected the sheet. However, I am unable to change values in the drop down. How can I unlock this control??

unlock the linked cell (NT)

Unlock the input cells also (Format->cells->protection->locked)
