removing quotes that are surrounding commas in a csv

When I open a csv file, in my blank columns I have quotes around the commas where they should be just commas. Any ideas of how to remove the quotes?

What I'm trying to do is save a file in csv format with 7 blank columns in the file. When the file is opened, I just want commas in the fields.

Any help, would be appreciated.
