Quanity of cells within certain range =2, then do.., else.....

What I have, is a situation where I want to determine the number of cells
with a certain value in each range, based on number of cells in a range, the
programme would do certain things.

For example:

in Excel 97

col a col b

St-8
dt-4
dt-4
St-9


range is determined by St-8 and St-9, if dt-4 is equal to 2 do one thing, if
dt-4 is greater then 2 do something else. There is no single dt-4, if dt-4
=2 then delete those rows, else leave rows.

St-8 are data headings, dt-4 are data I need to rearrange according to how many are between the St- headings. If there are only 2 dt-4 between ST-8 (may not be 8 could be diff. values) I want to delete them and delete rows, if there are more then 2 dt-4 between St-8 then leave alone.
