My personal.xls opens each time I start Excel97. However it stays as the active workbook and I do not get a Book1 (new workbook) open. This always results in me working in my personal.xls instead of a blank workbook. Is there a way to have a personal.xls to store my universal macros in (standard footer) but have a book 1 open when I open Excel?

Yes. Next time you open Excel with your personal.xls open, choose window, hide and then save with your personal.xls hidden.

Yes. Next time you have your personal.xls open, choose Window, Hide and then save. This will cause your personal.xls open as a hidden workbook.
