How do I make the border or the cell it's self blink or flash in excel,

There is not a built-in function for this. If you know VBA, you can write a module. If not, use your browser's find function to perform a text search on the message board's archives for "blink" and/or "flash." You're not the first to ask. There have been a few VBA-ers that have posted code for this.
