How can I create a list box in Excel 97.

Not very descriptive of what exactly you are trying to acheive but:
Go to view --> Toolbars --> Forms
Select list box about half way down the forms toolbar
Draw it unto your sheet
Right click --> format control and on control tab input the input range, cell link and Selection type.
