Is there any way to enter data into a list in excel from the top of the list and have the most recently entered data alway appear at the top of the spreadsheet?

I'm not sure exactly what you are saying, but you could enter the list in order from top to bottom, then in an adjacent column you could just number the rows sequentially. Then you could sort the list Descending, and you would have the most recent entries first.

What I mean is that we have a very large list in the spreadsheet (over 4,000 rows) and we want to avoid having to scroll all the way down to the bottom of the list to make a new entry. We would like to be able to add a new entry to our list from the top.

Why not just use Ctrl+DownArrow to go to the bottom?
If you want to add to the top of the list, why not just insert a row?
