Default email program in Excel 2000

In Excel 2000 how do you set the default email to use OUTLOOK and not run the IE Outlook express wizard?

Anyway to set it to the default?

if you open Internet Explorer, and from the menu bar select Tools>Internet Options>Programs, is Outlook the email program?
