creating drop-down list boxes

do i need to be in vb to create or can you be in base excel to create drop-down list boxes?am interested to have user select the option and then have the application appear? somebody told me you don't need to write a vb app so that's why i'm asking.

when in a cell go to tools/data/validation. set a drop down list in here for your cell.
