There is no standard Excel formula that will do this. I do remember once seeing an Add-in that could be downloaded (at a price) that claims to be able to do this. However I'm can't remember where is was :( and I don't think it was this flexible i.e it only worked on numbers divisible by 10.
You may be able to use this work around:
In B1 type =A1 then go to Format>Cells>Custom and using one of the pre-defined formats as a starting point type "ten thousand five hundred twenty five dollars and twenty five cents" with the quotations. The underlying value of the cell will still be numeric.
