changing Column width resolution

column width can be changed roughly in default increments of .08 +\-. Is there any way to increase the resolution to .01 or even better .001 ?

Is there a similar way to adjust the row height?

I want to be able to draw basic things and print to scale and unfortunately Excel's .25 doesn't equal anything - like 1/4 inch?

I believe excel's column width is basically the number of characters it can fit into the space

so the default width of 8.11 lets you type 8 characters without needing to wrap or increase width to see all of the cell contents. I believe Excel sets this based on an "initial" font because the width value doesnt change when you change your fonts within a web page.
If you go Tools|Options|General and pick the smallest "standard font", and then restart Excel, it should improve your ability to make small changes in width to columns, but probably not to the degree that you are asking for.

It is not intuitive but it does work. With small font 2.5 I could achieve 1/50 scale with 10 columns per scaled 10 feet. this works me
