Can't insert or view Page Breaks

Can't install or view page breaks (Excel 2000). When I go to Tools - Options - View tab and look under Window Options, it shows a check in the page breaks box, but it is also greyed or ghosted out and I cannot select or unselect it. This is just happening on one worksheet in the workbook. The worksheet page is not protected.

are different sheets in different views?

you also can't do page breaks if you set the page setup
to fit to m x n pages instead of 100%
