Can you get border formatting to "stick" in a cell no matter it's position on the sheet?

Say I have a cell (A2) that I call "Total", and I have it formatted in a certain way (colors, border, etc). During the course of my work on this sheet, that cell gets shifted around. The colors and font stay with the cell, but the border doesn't. Any way to make this stick?

I was a bit confused by your question as I thought that this happened automatically.
I have checked on my machine and sure enough it does.
You should be able to format a cell and then drag it around with everything following it.

Is is possible that you appled a border to a
entire column or row and then inserted or deleted
an individual cell which shifted the border?
