V and H lookup in an and statement

I need to pull a value from a table based on a range of number in both the vertical and horizontal format. I think the way to do this is to combine the vlookup and hlookup within an if, and statement, but as of yet have not been succesfull in getting it done. Does Excel have a built in function for this? I have been unable to find one. If not, could you provide the statement required.
