time formatting cells for time

I AM ATTEMPTING TO CREATE A TIME SHEET IN EXCEL
I AM FORMATTING THE CELLS UNDER CUSTOM TO
BE H:MM. WHEN I KEY IN THE TIME 5:45 pm THE
FORMATTING CONVERTS TO 17:45 AND SHOULD CONVERT
TO 17:75. IN OTHER WORDS THE FORMATTING IS WORKING
ON THE HOUR BUT NOT ON THE MINUTES. ITS CONVERTING
THE FIVE O'CLOCK HOUR TO THE 17TH HOUR IN A 24 HOUR
DAY, BUT ITS NOT CONVERTING THE MINUTES FROM
.45 MINUTES TO BE .75/100 THEREFORE I CANNOT
ADD THE TIMES TO COMPUTE THE TOTAL TIME.
WHAT CAN I DO??

Even though it shows 17:45, you can still use the Sum function to get a total. I tried 5:45 and 1:15 (which show as 17:45 and 13:15) and the Sum of those two cells does indeed produce 7:00.
