Round down Time

How do you round down a time to the quarter hour? Any and all help is appreciated.

With a time value (e.g., 6:26) in cell A1 use
the formula, =FLOOR(A1,15/(60*24)). If you wish
you can substitute the constant, 0.0104166666666667,
for the expression, 15/(60*24).
