Change the condition of the IF-part of the formula from ISBLANK to:

=IF(S14>0,RANK(S14,$S$14:$S$48,1),"")

The reason why ISBLANK(S14) as condition of IF will not work is that the range S14:S48 contains formulas which make that all cells in the range are nonblank cells.

The suggested modification expects positive numbers above 0 in S14:S48.
