Entering current time in cell with seconds

I know you can use ctrl + colon in a cell to record the current time, but this rounds down to the minute. Is there a way to have it round & display to the nearest second (or perhaps the nearest 30 second interval)?

I don't know if this will help you or not, but if you use the formula =NOW() and change the number format to Time, 1:30:55 PM the time will refresh every time you enter information into any cell.
