COUNTIF function with "between" condition

I want to use the COUNTIF function, but my condition is a number within a range (e.g., greater than 9 but less than 21). Can this be done?

Ana --

=COUNTIF(A2:A10,">"&E1)-COUNTIF(A2:A10,">="&E2)

where E1 contains 9 and E2 21.
