changing numbers to time

We have a worksheet and I can't seem to get the people to put the time in the worksheet with a :. How would I write a formula to take the number (ex. 1330) and change it to 13:30 so that I can do some forumulas to figure time out between procedures on my worksheet? I'm sure it's very simple but I've been going crazy and have made myself nuts. Please help!

You can convert entries like 1330, 140, 50 to a corresponding time value by using

=(LEFT(TEXT(A1,"0000"),2)&":"&RIGHT(TEXT(A1,"0000"),2))+0
