can you use conditional formatting for shade an entire rowif a cell is >= a particular value

Yes. Lets say that you want to cond-format row 1 depending on a value in A1.
Click on the row indicator 1.
Use the option "Formula Is" in the Conditional Formatting window.
Enter as formula e.g.,
=$A$1>=30
and Format.
