Squirrel, select your data in Column A and B starting from cell A1, then go to Format>Conditional Formatting. Select "Formula is" the type: =$A1>=TODAY()-7 then select Format|Patterns and select Red. Click OK then Ok again.

Now select the same range again but only in Column A starting from A1 and then go to Format>Conditional Formatting. Select "Condition 2", "Formula is" the type: =AND($A1>$A2,$A2<>"") then select Format|Patterns and select Yellow. Click OK and OK again.
