conditional formula to change font or cell color

In Excel 95 version 7.0 is there a way to use the conditional formula to change the font or color of a cell (say B2) based on the value of a different cell (say A2)?

I could be wrong but I think that in your Excel version it can only be done with a macro.
In later versions it can be done with the Conditional Formatting tool.
