I have a dataset of say 50 numbers. Is there a
functionality in Excel that allows you to flag
the top 10 (i.e., highest) numbers?

there is a function called RANK which will do exactly what you want.

If your data is in a list. You can click somewhere in the data and choose DATA from Excel menu, then filter, then auto filter. Little list boxes will show at the top of each column of data that will allow you to rearrange the information as you need to see it, but not the rows themselves they are on. It has a selection called top 10, but you can actually pick bottom 10, or change the number you are looking for, like to 15 or 80, for example.
