4 quadrant graph

I am trying to create a graph that I call a '4 quadrant graph' where axes X is a range from 0-10 and axes Y is also 0-10. If axes X = 6.5 and axes Y = 8.8 for a given data range I would like them to be plotted as a single value on the graph where they meet. How do I do this?

YES.. But I can not get the 2 values to meet, and then show that point as a label representing to data. Each value is a single cell on the spreadsheet. What am I doing wrong?
