Can I use VLOOKUP to "import" cell comments ?

Can I use VLOOKUP to "import" cell comments from one worksheet/workbook to another?

I have a workbook with a single worksheet listing Part Numbers in column A, and Part Name in column B. Column B cells have unique comments in each cell.

In a separate workshhet/workbook, can I "import" the cell and its comments into a cell in new column B by referencing data in a cell in column A?
 
Do you mean the cell contains the comments?

Or ot you mean comments inserted with Insert>Comment?

If it's the first then yes you can use VLOOKUP, the 2nd no you can't.
