feet inches and fractions in a cell (custom format)

i would like to enter 1206 3/4 get final result of 12' 06 3/4" . I have found the following custom format formulas here on the board but it only works for feet and inches 0'00\" or 0' 00"''" Any Advice?
 
Custom format as ##"'" ##"''" ?/?

note that's " ' "
and " ' ' " respectively for the plethora of quotation marks

But, if you insist on entering "apples and oranges" into a single cell, then use...

0' 00 ?/?\"

Or You may also Custom Number Format as ...

0' 00 ?/?''

Please note that after ?/? there are two ' characters

I really like how this format will delete the place hold for the fraction if no fraction is given.
How would you use this in a formula to times by a whole number?
