Alt Keys not working in Excel 2010

I have recently received a new computer with Excel 2010 installed on it. For some reason the Alt keys to insert bullets into a cell are not working.

I've tried Alt + 4, Alt +9, Alt +0149, etc.... Nothing seems to work. Alt + Enter does work for the carriage return inside the cell but the others do not. I know I can insert a symbol and get the same thing but for speed and efficiency purposes, I would prefer to get the alt codes working! Any suggestions or ideas would be a huge help!!

Are you using the numeric keypad? It won't work with the numbers on top, just the numeric keypad
Alt-7 will put a bullet in the cell.

Yes I am using the numeric keypad and the number lock is on. I have no idea why it would not be working.

This article is for Office 2013, but an article talking about Excel 2010 linked to it as well. This is way out of my area of expertise, but is it possible that your IT dept may have disabled it?
