Problem with data Grouping

I want to group rows below blank values in column 3. I have the following data:

So I would like the group to be:

Rows 3 to 28 all data below the blank cell in column 3 to the next blank cell in column 3 (All rows under Face in column 2 then all rows under Back in column 2 based off of blanks in column 3. I have the following cose which is not working properly:
