Rows to Repeat at Top in Print Setup Disables

The "Rows to repeat at top" and "columns to repeat at left" options are disabled on Sheet tab of Page Setup dialog.

Any advice?

If you go to page Setup from Print Preview they will be disabled. Close Print Preview and go to File -> Page Setup

I am trying to use this feature but when I print i get something that looks almost like a extremely small row all the way across any idea of how to eliminate this. i would show a picture but i dont know how. thanks for any help!

does it look OK in Print Preview or does it look the same as it prints?

It looks the same in print preview as it prints. Except for in print preview the tops of the letters in the cells look duplicated.

I know this an old thread but I have that same problem with Window 7, which don't have the same menu as the prior version.
This repeat top colunm or side row seems to be disabled if go File tab on ribbon-->Print-->Page Set Up.
It'll let you edit if go Page Layout tab on ribbon -->Print Tittles in Page Set up section.
