Redirecting tab key to go down

Is there a way in Excel97 to change the direction of a tab key to go down instead of across in a workbook?

But my users want to use the tab key in addition to the enter key and asked me to change the tab key's direction.

Can it be done?

Go to Tool |Option |Edit|
Move selection after enter
Change the direction to Down

The Enter key ONLY can have it's direction changed via Options. The Tab key cannot. The only way would be via VBA and I would strongly advise against doing this as it would cause more problems than solutions.

Tell the user there are the Arrow keys that are set for exactly this reason.
